If you're looking to avoid renting a car, you can fly directly into Santa Barbara Airport (SBA) and use Ubers to get around town. Pretty much everything in Santa Barbara proper is accessible within a 10-minute drive, and the city is also highly walkable if you'd like to get your steps in.
If you're up for renting a car, you could take the scenic route by flying into Los Angeles and driving up to Santa Barbara. It's typically about a 1 hour 45 minute drive from LA to Santa Barbara, and the US-101 highway route offers a gorgeous coastal view.
